A MEMORIAL

REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE TO CONVENE A TASK FORCE TO STUDY THE FEASIBILITY OF MAKING ALL EDUCATIONAL ACTIVITIES OFFERED BY HIGH SCHOOLS FREE AND RECOMMEND STRATEGIES FOR PROVIDING FREE EDUCATIONAL ACTIVITIES TO ALL STUDENTS.

 

     WHEREAS, classrooms are not the only place in which students gain a well-rounded education; and

     WHEREAS, there are many types of educational activities offered by high schools, including marching band, speech and debate, graphic design, fine arts and theater; and

     WHEREAS, educational activities that allow students to display musical, performative and intellectual talents can be exceptionally enriching for a student's education and mental well-being; and

     WHEREAS, most educational activities offered at high schools are underfunded by the state, and students and their families are required to contribute significant amounts of money in order to participate in the activities; and

     WHEREAS, many students are unable to participate in educational activities because their families are unable to pay for the equipment, instruments, uniforms and transportation that are required to participate in educational activities; and

     WHEREAS, it is the state's responsibility to provide a well-rounded and enriching education to students in New Mexico;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the legislative education study committee be requested to convene a task force to study the feasibility of making all educational activities offered by high schools free to students and recommend strategies for providing free educational activities to all students; and

     BE IT FURTHER RESOLVED that the task force be composed of a diverse group of members, including:

          A. two members from the legislative education study committee;

          B. one member from the public education department;

          C. one member from the Albuquerque public school district; and

          D. two members who have experience in high school music education; and

     BE IT FURTHER RESOLVED that the task force be requested to provide a report on the task force's findings and recommendations to the legislative education study committee and the legislative finance committee by November 1, 2025; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the chair and vice chair of the legislative education study committee, the public education department and the superintendent of the Albuquerque public school district.
