AN ACT

MAKING AN APPROPRIATION TO THE BOARD OF REGENTS OF THE UNIVERSITY OF NEW MEXICO FOR THE POLITICAL SCIENCE DEPARTMENT TO CONDUCT RESEARCH, INCLUDING COLLECTING AND ANALYZING DATA AND REPORTING THE ANALYSES, REGARDING THE DEMOGRAPHICS OF INDIVIDUALS WHO SPEAK FOR OR AGAINST HOUSING- OR CONSTRUCTION- RELATED MATTERS AT ZONING AND PLANNING HEARINGS OR MEETINGS AND CITY COUNCIL HEARINGS OR MEETINGS CONDUCTED IN THE CITIES OF SANTA FE AND ALBUQUERQUE IN FISCAL YEAR 2026.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2026 for the political science department to conduct research to include collecting and analyzing demographic data regarding the individuals who speak for or against housing- or construction-related matters that are heard at zoning and planning meetings or hearings or at city council meetings or hearings for the cities of Santa Fe and Albuquerque during fiscal year 2026. The demographic data to be collected, analyzed and reported shall include, for each individual who speaks at a meeting or hearing, the individual's age, sex, race, homeownership status and place of birth and whether the individual indicates that the individual represents a neighborhood or homeowner association. The data shall be summarized in a report and provided to the governor, the legislative finance committee and any other appropriate legislative committees no later than June 30, 2026. Any unexpended or unencumbered balance remaining at the end of fiscal year 2026 shall revert to the general fund.
