AN ACT

RELATING TO DISTRICT MAPPING; REQUIRING CERTAIN DISTRICTS TO DEVELOP GEOGRAPHIC INFORMATION SYSTEM MAPS OF THE DISTRICT'S BOUNDARIES IN COLLABORATION WITH THE SECRETARY OF STATE AND THE UNIVERSITY OF NEW MEXICO; REQUIRING THE SUBMISSION OF THOSE MAPS TO THE SECRETARY OF STATE AND TO THE COUNTY COMMISSIONERS OF EVERY COUNTY WITHIN THE DISTRICT; MAKING AN APPROPRIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. A new Section 1-3-20.1 NMSA 1978 is enacted to read:

     "1-3-20.1. [NEW MATERIAL] GEOGRAPHIC INFORMATION SYSTEM DATA--REQUIRED--DISTRICTS.--

          A. As used in this section, "district" means an entity that participates in a regular local election.

          B. All districts shall draw their respective district maps using geographic information system data to determine their district boundaries and delineate any election districts. A district shall collaborate with the secretary of state and the earth data analysis center at the university of New Mexico to generate a geographic information system map for that district.

          C. By March 1, 2027, and in each year ending in two following the federal decennial census thereafter, a district shall provide that geographic information system map pursuant to Subsection B of this section to the secretary of state and to the county commissioners of every county within the district."

     SECTION 2. APPROPRIATION.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2026 and subsequent fiscal years for the earth data analysis center at the university of New Mexico to assist districts in drawing geographic information system maps. Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert to the general fund.
