AN ACT

MAKING APPROPRIATIONS FOR CAPITAL IMPROVEMENTS THROUGHOUT THE STATE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. GENERAL CONTROL--FISCAL YEARS 2025 AND

2026.--The appropriations in this section are from the general fund for the following agencies for expenditure in fiscal years 2025 and 2026 for the purposes specified and, unless otherwise indicated, the unexpended or unencumbered balance of an appropriation in this section at the end of fiscal year 2026 shall revert to the general fund:

          A. to the department of finance and administration for the southwest New Mexico council of governments, five hundred thousand dollars ($500,000) to fund programmatic and operational costs for youth programs, arts and cultural programs, food security programs, health programs, educational programs and needs, domestic violence programs, sexual assault programs, homeless programs, tourism programs and other community programs in Grant, Hidalgo and Luna counties; and

          B. to the local government division of the department of finance and administration:

                (1) in Bernalillo county:

                     (a) one million dollars ($1,000,000) for a new fire truck for fire district 12 in Albuquerque; and

                     (b) three hundred fifty thousand dollars ($350,000) for staff and services at north Domingo Baca multigenerational center in Albuquerque;

                (2) in Chaves county, six hundred fifty thousand dollars ($650,000) for improvements at the Roswell museum;

                (3) in Dona Ana county, five hundred thousand dollars ($500,000) for critical incident response vehicles and personal safety gear for the Las Cruces police department;

                (4) in Eddy county:

                     (a) three hundred fifty thousand dollars ($350,000) to support social programs administered by Carlsbad; and

                     (b) five hundred thousand dollars ($500,000) for the Eddy county sheriff's office for an oil field task force and K-9 operations;

                (5) in Lea county, six hundred fifty thousand dollars ($650,000) to support social programs administered by Hobbs;

                (6) in Otero county, five hundred thousand dollars ($500,000) for the Otero county sheriff's office in the Chaparral public safety complex;

                (7) in Roosevelt county, three hundred fifty thousand dollars ($350,000) for street rehabilitation in Portales;

                (8) in Sandoval county:

                     (a) five hundred thousand dollars ($500,000) for a new fire station in Rio Rancho;

                     (b) five hundred thousand dollars ($500,000) for a real time crime center; and

                     (c) three hundred thousand dollars ($300,000) for the Sandoval county spay and neuter program; and

                (9) in San Juan county:

                     (a) five hundred thousand dollars ($500,000) for a mobile crime lab and equipment for the Aztec public safety department; and

                     (b) five hundred thousand dollars ($500,000) for vehicles and equipment for the Bloomfield public safety department.

     SECTION 2. HEALTH, HOSPITALS AND HUMAN SERVICES--FISCAL YEARS 2025 AND 2026.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the aging and long-term services department for expenditure in fiscal years 2025 and 2026 for programmatic and operational costs for senior needs, senior meals and the senior compassion fund in Grant, Hidalgo and Luna counties. Any unexpended or unencumbered balance remaining at the end of fiscal year 2026 shall revert to the general fund.

     SECTION 3. OTHER EDUCATION--FISCAL YEARS 2025 AND

2026.--The appropriations in this section are from the general fund for the public education department for expenditure in fiscal years 2025 and 2026 for the purposes specified and, unless otherwise indicated, the unexpended or unencumbered balance of an appropriation in this section at the end of fiscal year 2026 shall revert to the general fund:

          A. one million dollars ($1,000,000) for the Lovington municipal school district career technical education equipment and supplies; and

          B. seven hundred thousand dollars ($700,000) for the Rio Rancho public school district math labs.

     SECTION 4. HIGHER EDUCATION--FISCAL YEARS 2025 AND

2026.--The appropriations in this section are from the general fund for expenditure in fiscal years 2025 and 2026 for the agencies and purposes specified and, unless otherwise indicated, the unexpended or unencumbered balance of an appropriation in this section at the end of fiscal year 2026 shall revert to the general fund:

          A. six hundred fifty thousand dollars ($650,000) to the higher education department for adult literacy programs in Albuquerque;

          B. to the board of regents of New Mexico state university:

                (1) for the New Mexico department of agriculture:

                     (a) five hundred thousand dollars ($500,000) for the department of agriculture to support youth leadership development programs in Sierra, Socorro, Catron, Grant, Luna and Eddy counties; and

                     (b) three hundred fifty thousand dollars ($350,000) to support youth leadership development chapter programs in Chaves and Eddy counties;

                (2) three hundred fifty thousand dollars ($350,000) for the cooperative extension service to provide for youth development programs that help youth reach their full potential in Chaves and Eddy counties;

                (3) one million dollars ($1,000,000) for the agricultural experiment station; and

                (4) five hundred thousand dollars ($500,000) for the nursing program at the Alamogordo branch;

          C. five hundred thousand dollars ($500,000) to the board of regents of eastern New Mexico university for workforce training programs; and

          D. three hundred thousand dollars ($300,000) to the board of regents of the New Mexico military institute to furnish and equip a female cadets' softball program and golf program.
